MARSHALL CONLEY

Dr. Marshall Conley is the President of Conley-International Education Consultants, Canada and a former Senior Professor of Human Rights, International Organisation, and Peace Studies at Acadia University. He is the co-developer (1996-99) of the Digital Agora, an interactive collaborative, problem-based learning system and multi-media e-publishing learning initiative in the social sciences, which received a President’s Innovation Award from the Social Sciences and Humanities Research Council of Canada. That work contributed to Acadia University’s designation, in 1999, as a laureate of the Smithsonian Institution, the only Canadian institution selected for inclusion in the Education and Academia category.

He was the coordinator of eight international internship programmes (1998-2000, 2001-2005) for the Canadian Department of Foreign Affairs and International Trade (now Foreign Affairs Canada), the Department of Human Resources Canada, and the Canadian International Development Agency. These programmes trained recent Canadian university graduates in human rights, citizenship education, conflict prevention, fund-raising, information technology, and web site design, and placed them for seven months with international human rights NGOs worldwide, UNESCO offices and various Foreign Affairs Offices preparing international human rights reports. He is the author of over 150 publications, professional papers and reports, of which the most recent is “NGOs in the African Commission: the Role of the African Centre”, in The Protection Role of Human Rights NGOS (Brill Nijhoff, 2022). His works have been cited over 1670 times in publications. He has conducted and administered projects and training in 65 countries from Africa, Europe, Asia, the Middle East, to the Americas. He is an expert in methods of conflict analysis, and post-conflict environments, human rights, and collaborative problem-based learning approaches for adult learning. Since 2016 he is an Appointed Member of the Specialist Pool of Consultants for Rule of Law Projects for the Commonwealth, and is one of 500 Fellows of the World Confederation of Productivity of Science (big data analysis). He is the author of 5 online courses, including “Security for Peace Operations Personnel” (POTI), with over 10,000 who have taken this course. Dr. Conley has been a Member of over 20 Canadian delegations to international meetings.
